Major General Barry D. Keeling

Major General Barry Keeling is the Assistant Adjutant General, Louisiana National Guard.  He serves as a principal advisor to The Adjutant General and is responsible for assisting The Adjutant General in the deployment and coordination of programs, policies, and plans for the Louisiana Army and Air National Guard.

General Keeling holds a Bachelor of Science degree in Biology and Economics from Southeastern Oklahoma State University and a Master’s degree in Strategic Studies from the United States Army War College.

General Keeling attended the Officer Candidate School at Quantico, Virginia and was commissioned a Second Lieutenant in the United States Marine Corps in 1982.  His assignments from August 1982 to August 1990 included duty as an Assistant Operations Officer, Weapons and Tactics Officer for
HMM-364 and a Primary Flight Instructor for VT-2 and the Instructor Training Unit for Training Wing-5.  These assignments included deployments to Japan, Korea, and the Philippines.

General Keeling was appointed in the Louisiana Army National Guard in September 1990.  His aviation assignments included Platoon Leader and Commander, 812th Medical Company (Air Ambulance); Commander, 1st Battalion 244th Aviation Regiment; Commander, 204th Air Traffic Services Group and Commander, 204th Theater Airfield Operations Group. Concurrently he was assigned as the Commander, Louisiana State Aviation Command / State Army Aviation Officer for the Louisiana Army National Guard.  During his military aviation career he accumulated over 6000 accident-free military flight hours and is qualified in the CH-46, UH-1, OH-58, UH-60, T-34, U-8, U-21, and the C-12.

General Keeling mobilized numerous times and deployed in support of Operation Desert Storm / Desert Shield, Operation Enduring Freedom, and Operation Iraqi Freedom.  During state emergency operations, Brigadier General Keeling served as Commander, Task Force Eagle and Air Boss, coordinating aviation rescue and relief efforts during Hurricanes Katrina and Rita.

In August 2008, General Keeling was assigned as the J-3 for the Louisiana National Guard, maintaining Louisiana in a high state of readiness for Mobilization, Training and Domestic Operations.  He conducted response and recovery operations following Hurricanes Gustav and Ike, Deepwater Horizon Oil Spill, and the Mississippi River Floods until November 3, 2011 when he was appointed as the Director of the Joint Staff.  As the Director, he oversaw all personnel, intelligence, operations, logistics, plans, communications and funding for the Louisiana National Guard until he was selected as the Assistant Adjutant General on 5 May 2016.

General Keeling’s military education includes the USMC Basic Course, Naval Flight Training School, Naval Military Justice, Legal Officer School, USMC Weapons and Tactics Instructor Course, Aviation Officer Advanced Course, Army Fixed-Wing Instructor Pilot Course, Combined Arms and Services Staff School, Command and General Staff Officer Course, Joint Aerospace Command and Control Course, Joint Task Force Training Course, and the U.S. Army War College.

General Keeling’s awards, decorations, and honors include the Bronze Star Medal, Meritorious Service Medal with four Oak Leaf Clusters, Army Commendation Medal, Navy Achievement Medal, Army Reserve Component Achievement Medal with one Silver Oak Leaf Cluster, National Defense Service Medal with one Bronze Star, Southwest Asia Service Medal with one Bronze Star, Global War on Terrorism Expeditionary Service Medal, Global War on Terrorism Service Medal, Armed Forces Service Medal, Humanitarian Service Medal with one Bronze Star, Armed Forces Reserve Medal with Silver Hourglass and “M” device with the Numeral “2”, Army Service Ribbon, Coast Guard Special Operations Service Ribbon, Sea Service Deployment Ribbon with one Bronze Star, Kuwait Liberation Medal (Saudi Arabia), Kuwait Liberation Medal (Kuwait), Louisiana Legion of Merit with one Bronze Fleur-de-Lis, Louisiana Recruiting Ribbon, Louisiana War Cross Medal with three Bronze Fleur-de-Lis, Louisiana Cold War Victory Ribbon, Louisiana Emergency Service Medal with one Silver Fleur-de-Lis and two Bronze Fleur-de-Lis, Louisiana Longevity Ribbon with three Bronze Fleur-de-Lis, the Edward Hebert Unit Commendation, and the Army Master Aviator Badge.

General Keeling resides in Mandeville, Louisiana with his wife Donna.  They are the parents of three children:  Elysha, Jacob, and Creighton.
